Upaya Komisi Penyiaran Indonesia Daerah (KPID) Jawa Barat Dalam Mewujudkan Sistem Penyiaran Yang Berkeadilan

Broadcasting system in Indonesia is regulated by Law Number 32 of 2002 on Broadcasting. Indonesian Broadcasting Commission (KPI Central and KPI Regional) is an independent state institution with functions, duties, authorities and obligations regulated by Law No. 32 of 2002 on Broadcasting. This research aims to find out the efforts of West Java KPID as an independent institution in realizing a fair and dignified broadcasting system to be utilized as much as possible for the welfare of the people of West Java. This research uses descriptive qualitative research method. Data collection techniques are observation, interview, documentation study, and literature study. The result shows that KPID West Java has made concrete efforts in realizing equitable broadcasting system, including through regulation and supervision, socialization and education, cooperation with stakeholders, coaching and research. But in fact, there are still some obstacles such as the absence of legal umbrella as the most important instrument in supervising broadcasting media with current technological advancement.  A new Broadcasting Law is needed to be able to supervise free and internet-based media, as well as collaboration with various institutions/stakeholders, to realize a democratic and fair broadcasting system for media industry practitioners and for the public.
