The textbook has been prepared in accordance with the federal state educational standards of higher education of the last generation in the field of Law, reveals the content of public law institutions: the concept, system and principles of public service; the basics of the legal status of a civil servant; rules for admission to public service and changes in public service relations. It characterizes the conditions of public service, the procedure for the formation of the personnel of the civil service, the termination of public-service relations, as well as the rules of official discipline and anti-corruption in the activities of civil servants. The training material corresponds to the changes in the current legislation and the practice of its implementation. The textbook includes test tasks and recommended literature. It is intended for students studying in the fields of Law and Public and Municipal Administration, graduate students, teachers of law schools and faculties, as well as deputies of representative bodies, state and municipal employees.
