The article shows that under Lugaland (thepredecessor of Urukagina) nothing was done to strengthen the military power of Lagash, the state lands were connected with the temple lands; the ruler's family turned out to own more than half of the Lagash lands. In the early 2310s, the council of nobles deposed Lugalanda. Urukagina became the head of state. The most severe levies from the population were abolished, the number of community members who worked on temple lands increased, and their wages increased. But Urukagina'spower proved short-lived. The ruler of the neighboring Umma Lugalzagesi managed to master all of Sumer.
