Digital transformation of the spatial and urban planning in Serbia faces a number of challenges. Important information about the land development – such as information about the valid spatial and urban plans, land use regulations in force, and planned land use – is often hard to find and access. In order to overcome this situation, the Republic Geodetic Authority (RGA) as part of the National Spatial Data Infrastructure (NSDI) improvement has launched development of the Smart Parcel system aimed at the sustainable land management in Serbia. The Smart Parcel system is a digital platform for collecting and sharing a key land use regulations and geospatial information for every cadastral parcel in Serbia, in line with the internationally recognized Framework for Effective Land Administration (FELA) guidelines adopted by the United Nation’s Committee of Experts on Global Geospatial Information Management (UN-GGIM). These guidelines or principles assume that modern and effective land administration should integrate and provide a data about land ownership, restrictions, value, planned use, and development potential. This system includes the four main components: a Catalogue of planning documents, a Catalogue of legal acts, a Catalogue of public authorities responsible for land use, and a knowledge base. These four components enable users to easily find and access through this single platform information about planning documents in effects for each cadastral parcel, regulations applying or restricting usage of the cadastral parcel, and authorities responsible for regulating, issuing and monitoring land use conditions, so-called land use regimes. An important quality of the Smart Parcel system concerns the establishment of a national database of planned land use (PLU) for Serbia, developing initially using the valid spatial plans of local self-governments (SP LSG). This geospatial database provides basic information on the planned land use for each cadastral parcel, and indicates a beginning of national digital, updated and standardized system for monitoring implementation of the spatial development goals and guidelines on one place. The Smart Parcel system is not meant to diminish a necessary creativity of the planning professionals, nor to replace it, but to provide a technical and information support for the initiated digital transformation process. The aim of the system is to bridge the recognized shortcomings and to support transition between today’s situation and a future generation of digital planning documents, as well as to invite all relevant entities to work together towards sustainable, resilient, inclusive and transparent spatial development in Serbia.
