Service Delivery Towards Good Governance in a Selected Barangay in North Caloocan City

This study examined how barangay service delivery contributes to good governance in Barangay 174, North Caloocan City, with particular attention to marginalized sectors such as persons with disabilities, senior citizens, low-income households, solo parents, and working students. Using a quantitative-descriptive design, data were gathered from residents to assess governance practices (leadership and management, transparency, accountability, institutional capacity, and responsiveness), barriers to accessing services, and perceived improvements needed in barangay operations. Results show that respondents moderately agree with existing governance practices, with leadership and responsiveness rated relatively higher, while financial transparency, record management, and inclusiveness of programs for vulnerable groups require improvement. A very strong positive correlation (r ≈ 0.97) was found between governance practices and accessibility of public services, indicating that better governance is strongly associated with easier access to barangay services. Respondents also reported moderate barriers, particularly lack of urgency among barangay staff and procedural delays, though the physical location of the barangay office was viewed as a lesser constraint. No significant differences emerged in responses when grouped by age, sector classification, or length of residency, suggesting a broadly shared perception of service delivery and governance across demographic groups. The study concludes that while barangay service delivery and governance in Barangay 174 are at a moderate level of effectiveness, enhancing transparency, accountability, institutional capacity, and support for marginalized sectors is essential to achieve more inclusive, citizen-centered governance.
