PENERAPAN KEBIJAKAN PPKM MIKRO DALAM PENCEGAHAN COVID-19 DI KOTA KENDARI TAHUN 2021

Abstrak Latar Belakang: Lonjakan kasus positif COVID-19 yang mengejutkan dan tidak terkendali mengharuskan Pemerintah melakukan PPKM. PPKM kali ini juga disesuaikan menurut level asesmen masing-masing Kabupaten/Kota. Sulawesi Tenggara khusunya kota Kendari resmi memberlakukan Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) berbasis mikro atas pengendalian penyebaran corona virus disease 2019 (Covid-19).Tujuan: Untuk mengetahui penerapan kebijakan PPKM Mikro di Kota Kendari dari aspek motivasi.Metode: Penelitian ini merupakan penelitian kualitatif dengan pendekatan studi kasus. Informan penelitian yaitu tim penangan Covid-19 yang ada di Dinas Kesehatan, BPBD Kota, Satgas Covid-19 Kota, Satpol PP serta Tokoh Masyarakat.Hasil: Sebelum melaksanakan PPKM, Kepala Bidang Pencegahan dan Kesiapsiagaan BPBD, Kepala Bidang Perlindungan Masyarakat Satgas Covid-19, Kepala Bidang Pencegahan dan Pengendalian Penyakit (P2P) Dinas Kesehatan, dan Kepala Seksi Sarana dan Pasarana Pelaporan Satpol PP, akan memotivasi anggota petugas untuk selalu semangat dalam menjalankan tugasnya sehingga mencapai tujuan yang diinginkan bersama. Kegiatan yang memotivasi anggota petugas ini adalah pemimpin akan memanggil setiap anggota petugas dan menanyakan mengenai masalah atau sesuatu yang mereka keluhkan selama pelaksanaan tugas, dan jika ditemukan masalah, pemimpin akan memberikan sebuah solusi. Selain itu, salah satu motivasi lainnya adalah petugas juga diberikan insentif pada saat pelaksanaan. Meski tugas berat, melihat penurunan jumlah kasus Covid-19 membuat para petugas antusias menjalankan tugasnya dengan baik.  Kesimpulan: Selain karena adanya penurunan kasus Covid-19 yang membuat petugas termotivasi, tetapi dengan adanya motivasi yang diberikan oleh pimpinan dapat membuat petugas lebih termotivasi lagi dalam menjalankan tugasnya. Saran dari peneliti yaitu agar petugas lebih aktif lagi dalam mensosialisasikan maupun mengedukasi kepada masyarakat terkait PPKM, selain itu pimpinan juga lebih aktif dalam memotivasi petugas terutama pada saat pelaksanaan PPKM. AbstractBackground: The shocking and uncontrolled surge in positive cases of COVID-19 requires the Government to do PPKM. PPKM this time is also adjusted according to the assessment level of each regency / city. Southeast Sulawesi especially the city of Kendari officially imposed restrictions on community activities (PPKM) based on micro-based control of the spread of corona virus disease 2019 (Covid-19).Objectives: To determine the implementation of the micro PPKM policy in Kendari City.Methods: This research is qualitative research with a case study approach. The informants of this research are the Covid-19 handling team at the Health Service, BPBD of the city, Covid-19 Task Force of the city, Satpol PP, and Community Leaders.Results: Before implementing PPKM, Head of the BPBD Prevention and Preparedness Division, Head of the Community Protection Division of the Covid-19 Task Force, Head of the Disease Prevention and Control (P2P) Division of the Health Service, and Head of the Satpol PP Reporting Facilities and Market Section, will motivate staff members to always be enthusiastic in carrying out their duties to achieve the desired goals together. The activity that motivates the members of these officers is that the leader will call each member of the officer and ask if they have problems or something they complain about during the implementation of the task, and if a problem is found, the leader will help find a solution. Apart from that, one of the other motivations is that the officers are also given an incentive pay at the time of implementation. Even though this is a demanding task, seeing the decline in the number of Covid-19 cases makes the officers enthusiastic about carrying out their duties well.Conclusion: Apart from the decrease in Covid-19 cases which has motivated officers, the motivation given by the leadership can make officers more motivated in carrying out their duties. Suggestions from researchers are for officers to be more active in socializing and educating the public regarding PPKM, besides that the leadership is also more active in motivating officers, especially during PPKM implementation.
