Giuseppe Basso, consul honoraire particulièrement habile, parvient à se rendre indispensable à l’État italien en créant un service de police politique à Genève en 1875. Fort de cette mission cruciale et secrète, il tente, sans succès, de se faire octroyer un poste de consul de carrière, ou du moins une partie des avantages afférents. Cet épisode nous place au cœur de la mécanique administrative italienne, révélant les négociations qui s’y déroulent et nous éclairant ainsi sur la fonction de consul honoraire, qui peut amener l’État à confier des prérogatives régaliennes sensibles à de simples particuliers. À travers cet article, nous nous proposons de réfléchir à la figure du consul honoraire et à l’intérêt que peut représenter ce titre pour son détenteur.
