CHINA'S EDUCATION POLICY AS A SOFT POWER TOOL IN PROMOTING THE BELT AND ROAD INITIATIVE IN KAZAKHSTAN"

China's "Belt and Road" initiative has comprehensively promoted international educational exchanges. From the perspective of China's education policy development in Kazakhstan under the background of the "Belt and Road" initiative, this paper focuses on the background of the times, influencing factors, implementation measures and future trends, and aims to extract possible insights from the evolution of education policy. The lessons learned from these resources can provide a decision-making basis for educational practice in China and Kazakhstan. The Belt and Road Initiative is a great initiative focusing on common global development, providing a powerful opportunity to promote educational integration and educational cooperation and exchanges. In this context, educational cooperation and exchanges among countries along the “Belt and Road” have become an inevitable trend. In 2016, the Ministry of Education of China issued the "Promoting the Joint Construction of the 'Belt and Road' Education Action", proposing the establishment of a "Belt and Road" educational community to give play to the fundamental and leading role of higher education in the country's economic and social development and cultural exchange and dissemination. Since 2016, the Ministry of Education has successively signed memorandums on the joint construction of the "Belt and Road" with 18 provinces (autonomous regions and municipalities). Up to now, China has signed agreements on the mutual recognition of higher education degrees with 24 countries along the “Belt and Road”, a total of 60 colleges and universities have launched overseas education in 23 countries along the route, and 16 colleges and universities have established 17 Ministry of Education with universities along the routes.
