GIS application to build models for exploitation of land use planning databases

Abstract The land-use planning (LUP) database is an efficient instrument for administering and closely monitoring the implementation of LUP; as a prerequisite for the successful construction of the land database; supporting administrative reforms and meeting the needs of LUP exploitation. Up to 2023, Vietnam has 292 administrative units that have completed the LUP database, but they will not be operational or broadly disseminated due to a lack of suitable models and solutions for LUP exploitation. The objective of this research was to provide a theoretical and practical foundation for the LUP database in Vietnam and use Microsoft Visio software to design a model for exploiting the LUP database. Within the general models of land information system (LIS) (such as national LIS model, provincial LIS model, and LUP information system model) as well as the specific modules (such as user administration, LUP database management, exploitation, and operation of LUP database, share LUP database), our research will contribute to helping the central government and local levels effectively implement the process of managing, operating, sharing, and integrating LUP database into the land database. From there, technological solutions were proposed to implement these models, thereby enhancing the efficacy of land management and utilization in Vietnam.
