KULSARY BATYR – DIPLOMAT, STATE AND PUBLIC ACTOR (1715 – 1776)

This scientific article describes the political role of the statesman and public figure Kulsary Batyr based on archival materials of the Russian Federation and the Republic of Kazakhstan.Using all the historical archival data, a full-scale scientific analysis is given on the political activities in the execution of state orders of Khan Ablai in relations with the tsarist government. As "swearing" allegiance to tsarist Russia, he was a wise supporter of the establishment of good neighborly relations. Throughout his political and public life, Kulsary batyr Boriuly was a faithful companion and far-sighted diplomat of Khan Ablai. During three decades of tireless diplomatic service between the Kazakh Khanate and the Russian empires, he always walked two steps ahead on the political chessboard while strengthening and maintaining the frontier of Kazakh statehood. With the help of his excellent psychological intuition and political intelligence, he was able to easily identify all sorts of dangers and threats that threatened the peace and tranquility of the Kazakh people in a turbulent, tense historical time. For each archival data used, a scientific analysis was made and the political and social life of Kulsary Batyr became the object of study. In order to carefully analyze and reveal the scientific topic, the research is based on reports, letters, statements, archival documents.
