IMPLEMENTASI PROGRAM GAMPIL (GADGET MOBILE APPLICATION FOR LICENCE) DI KOTA BANDUNG

Penelitian ini dilaksanakan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Bandung pada pada tahun 2021. Peneliti menemukan bahwa implementasi program Gampil yang sudah dilaksanakan sejak tahun 2015 oleh Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Bandung masih menyisakan permasalahan-permasalahan seperti efektifitas, efisiensi yang masih lemah dan kualitas daya dukung aparatur yang belum optimal sehingga berimbas pada kepuasan masyarakat atas kinerja pemerintahan tidak mengalami peningkatan yang signifikan. Maka disini peneliti tertarik untuk menganalisis implementasi pelayanan perizinan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) melalui program Gampil. Dalam penelitian ini, metode yang digunakan penelitian deskriptif analisis dengan pendekatan kualitatif di mana penulis memerlukan data primer berupa wawancara dan observasi langsung dilapangan dan data sekunder berupa data atau informasi yang berhubungan dengan fokus penelitan. Informan dalam peneltian ini adalah Kepala Subbag Umum, Kepala Bidang Penyelenggaraan Pelayanan Perizinan dan Non Perizinan A,B,C,D, Para pegawai dan masyarakat yang mengurus perizinan di Kota Bandung. Berdasarkan hasil penelitian ini, implementasi pelayanan perizinan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Bandung melalui program Gampil sudah dilaksanakan dengan baik namun masih perlu perbaikan perbaikan terutama pada proses komunikasi, sosialisasi kepada masyarakat dan Sumber Daya Manusia Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP). Hal tersebut peneliti temukan berdasarkan hasil penelitian dilihat dari komunikasi, sumber daya, disposisi dan struktur birokrasi yang menjadi ukuran dalam penelitian. Researchers found that the implementation of the Gampil program which has been implemented since 2015 by the Bandung City Investment and One Stop Integrated Service (DPMPTSP) still leaves problems such as effectiveness, efficiency that is still weak and the quality of the carrying capacity of the apparatus that has not been optimal so that the impact on community satisfaction with government performance does not experience a significant increase. So here the researcher is interested in analyzing the implementation of licensing services at the One Stop Integrated Service and Investment Service (DPMPTSP) through the Gampil program. In this study, the method used is descriptive analysis research with a qualitative approach where the author requires primary data in the form of interviews and direct field observations and secondary data in the form of data or information related to the focus of the research. Informants in this research are the Head of the General Subdivision, the Head of Licensing and Non-Licensing Services A, B, C, D, employees and the community who take care of licensing in the city of Bandung. Based on the results of this study, the implementation of licensing services at the Bandung City Investment Office and One Stop Integrated Service through the Gampil program has been carried out well but still needs improvements, especially in the communication process, outreach to the community and Human Resources at the Investment and Integrated Services Office.
