DIFUSI PROGRAM BANDUNG PANIC BUTTON

ABSTRACTThe rapid development of information and communication technology encourages the government to provide fast and precise public services. The government is developing an innovative city management concept that is integrated through information and communication technology called Smart City. In Bandung, the Bandung Smart City is supported by an android-based public complaint program, the Bandung Panic Button. After being traced, the Bandung Panic Button program experienced several problems, such as the lack of application users, invalid reports from the public, and disruptions to the application system. This study aims to determine the diffusion process of the Bandung Panic Button program carried out by the Bandung Command Center.The theory used as a guide in this study is the diffusion theory mentioned by Everett M. Rogers (2003) which includes four elements of program diffusion, namely innovation, communication channels, timeframe, and social system.Qualitative research methods with a descriptive approach are used by researcher to deeply understand and explore participants' perspectives related to the diffusion of the Bandung Panic Button program. Data analysis in this study was carried out in three stages, such as data reduction, data presentation, and drawing conclusions. Researcher used triangulation of sources in testing the validity of the data obtained.The results showed that the diffusion of the Bandung Panic Button program was not successful. This is indicated by the low level of public knowledge and acceptance of this program. Bandung Command Center is not aggressively providing information about the Bandung Panic Button through mass media and interpersonal to the public and is slow in following up on system disturbances experienced by its users. Pemerintah mengembangkan salah satu inovasi konsep pengelolaan kota yang terintegrasi melalui teknologi informasi dan komunikasi yang disebut Smart City. Di Kota Bandung, perwujudan Bandung Smart City didukung oleh salah satu program pengaduan masyarakat berbasis android yaitu Bandung Panic Button. Setelah ditelusuri, program Bandung Panic Button mengalami beberapa masalah yaitu sedikitnya pengguna aplikasi, adanya laporan tidak valid dari masyarakat, dan terjadinya gangguan pada sistem aplikasinya. Penelitian ini bertujuan untuk mengetahui proses difusi program Bandung Panic Button yang dilakukan oleh Bandung Command Center.Teori yang digunakan sebagai panduan dalam penelitian ini adalah teori difusi yang disebutkan oleh EverettRogers (2003) yang mencakup empat elemen difusi program yaitu inovasi (the innovation), saluran komunikasi (communication channel), jangka waktu (time), dan sistem sosial (social system).Metode penelitian kualitatif dengan pendekatan deskriptif digunakan oleh peneliti untuk memahami secara mendalam serta eksplorasi perspektif partisipan terkait difusi program Bandung Panic Button. Analisis data dalam penelitian ini dilakukan dalam tiga tahap yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Peneliti menggunakan triangulasi sumber dalam menguji keabsahan data yang diperoleh.Hasil penelitian menunjukkan bahwa difusi program Bandung Panic Button belum berhasil. Hal ini ditunjukkan dengan rendahnya pengetahuan dan penerimaan masyarakat terhadap program ini. Bandung Command Center tidak gencar dalam memberikan informasi mengenai Bandung Panic Button melalui media massa maupun interpersonal kepada masyarakat serta lambat dalam menindaklanjuti gangguan sistem yang dialami penggunanya.
