The Establishment of the Fremantle Harbour Trust

This chapter provides details about the establishment of the Fremantle Harbour Trust - following the model established by the Mersey Docks and Harbour Board of 1857 - and explores the Fremantle Harbour Trust Act of 1903. Tull establishes that a great deal of political interference remained prevalent throughout the port’s history, and also notes that the FHT were permitted to engage in cargo-handling, a unique benefit not permitted to other Australian ports. The impact of these circumstances is discussed in later chapters.
