The Shadow Presidency

Abstract
This chapter reviews Carter’s time between winning the election and the inauguration, when he set up a shadow presidency. Drawing upon his colleagues in the Trilateral Commission, Carter invited candidates for cabinet posts and top advisory positions to Plains. There, Rosalynn Carter and Walter Mondale participated in questioning and evaluating them for a particular post. Carter chose Cyrus Vance to be secretary of state and Zbigniew Brzezinski as national security adviser. He established human rights as the theme of his presidency; he wanted to complete a SALT II treaty with the Soviet Union, and he wanted to bring peace to the Middle East. He and Rosalynn had their administration in place and ready to go to work when they boarded a train called “The Peanut Special” in Plains the day before his inauguration that took them and several hundreds of their relatives and friends to Washington.
