Norsk skipsfart under angrep: Houti-bevegelsen og trusler mot skipsfart i Rødehavet

I kjølvannet av Hamas sitt angrep på Israel i oktober 2023, og Israels motangrep, gikk de iranskstøttede, Jemen-baserte houthiene til angrep på skip i Rødehavet, deriblant norske. Angrepskampanjen føres med missiler og droner, bordinger og kidnappinger. Skip må omdirigeres eller beskyttes gjennom kostbare sikkerhetstiltak som vakthold, barrikadering og militær eskorte. Trusselen er inflasjonsdrivende i en tid preget av høy inflasjon og geopolitisk usikkerhet og kan få alvorlige økonomiske og politiske ringvirkninger både i regionen og globalt. Abstract in EnglishNorwegian Shipping Under Attack: The Houthi Movement and Threats to Shipping in the Red SeaIn the wake of Hamas’ October 2023 attack on Israel and the Israeli counterattack, the Iranian-backed, Yemen-based Houthis attacked ships in the Red Sea, including Norwegian ones. The Houthis attack ships with missiles and drones as well as forcibly boarding and seizing vessels, taking crews as hostages. Ships are redirected around Cape of Good Hope or protected though expensive security measures such as guards, barricades and military escort. The threat drives inflation in times characterized by high inflation and geopolitical instability. The crises may generate serious economic and political ripple effects both in the region as well as globally. The article takes a closer look at the threat against shipping in the Red Sea, the Houthi movement, consequences and countermeasures. It discusses what Norwegian authorities and Norwegian shipping can do to mitigate the threat.
