Evaluation of the Development Trend of High-quality Intelligent Manufacturing: A Case Study of Shanghai

Intelligent manufacturing is the primary focus of “Made in China 2025.” Although Shanghai has achieved notable progress in intelligent manufacturing compared to other regions nationwide, it still faces challenges relative to high-quality development requirements. These include insufficient innovation capabilities, limited breadth and depth of intelligent technology applications, structural shortages of specialized talent, and collaborative innovation mechanisms that have yet to fully demonstrate their effectiveness. These issues constrain the high-quality development of Shanghai's intelligent manufacturing. To overcome these bottlenecks, this paper integrates the overarching objectives and requirements outlined in China's “14th Five-Year Plan for Intelligent Manufacturing Development” and the “Reference Guidelines for Typical Intelligent Manufacturing Scenarios (2024 Edition).” It constructs a comprehensive evaluation framework for assessing the high-quality development of intelligent manufacturing across four dimensions: supply capacity, support capabilities, application levels, and development outcomes. This framework enables multidimensional, systematic evaluations of high-quality development at the overall, industrial, and enterprise levels. Through situational analysis, it assesses Shanghai's current smart manufacturing landscape, clarifies its strengths and weaknesses, identifies key development priorities, and proposes targeted improvement strategies.
