India’s Agriculture and Food Exports: Opportunities, Challenges and Implications for Food Security

India’s agricultural sector continues to play a pivotal role in ensuring national food security while simultaneously driving the country’s export performance. Marine products, cereals, sugar, spices, and rice remain the mainstay of India’s agricultural exports. Despite impressive export figures, the simultaneous rise in imports has narrowed the farm trade surplus. This paper examines the link between India’s food exports and domestic food security, identifies major commodities shaping the sector, and highlights the implications of global disruptions on India’s ability to act as a reliable supplier. The study further outlines strategies to balance export growth with food security concerns. In the fiscal year 2023, India exported marine products worth over INR 649 billion. This is the highest export value among all agricultural and related sectors. After marine products, exports of non-basmati rice, sugar, basmati rice, and spices were also quite large. India's agricultural exports are expected to reach a new high by the end of the fiscal year on March 31, 2023. However, imports do impact the overall farm trade surplus. Some of the major agricultural exports from India include cereals (mainly rice, both basmati and non-basmati), spices, cashews, oilcake or meal, tobacco, tea, coffee, and marine products. The two main products driving growth in India's agricultural exports are rice and sugar. In the fiscal year 2021-22, India exported 21.21 million tonnes (MT) of rice worth $9.66 billion. Agricultural exports account for between 15 to 20 percent of the country's total exports. Rice is the largest agricultural product India exports, accounting for over 19% of total agricultural exports in 2021-22. Major commodities such as rice, wheat, sugar, other grains, and meat have been exported at record levels. Wheat exports nearly quadrupled to $2.12 billion in 2021-22 from $568 million in 2020-21. The pandemic has increased demand for basic foods, creating an opportunity to boost agricultural exports. Despite the ongoing Russia-Ukraine war, the world continues to rely on India for wheat and other food grains. The business sector is working hard to build on this momentum.
