Mispersepsi Masyarakat Desa Pelem, Kecamatan Bungkal, Kabupaten Ponorogo terhadap Konsep Amil Zakat

It is suspected that the community in Pelem Village do not fully understand the concept of amil zakat as well as the duties, rights and obligations of amil zakat itself and the amil zakat in the musholla or mosque does not understand their status and the distribution of zakat. Therefore the writer is interested in researching the Misperceptions of the People of Pelem Village, Bungkal District, Ponorogo Regency regarding the Amil Zakat Concept. The purpose of this study was to find out the misperceptions of the people of Pelem Village, Bungkal District, Ponorogo Regency regarding the concept of Amil Zakat, to find out the factors behind the misperception of the people of Pelem Village, Bungkal District, Ponorogo Regency about the concept of amil zakat and to find out the impact that occurs from the misperception of the Village community. Pelem, Bungkal District, Ponorogo Regency on the duties, obligations and rights of amil zakat. In this study using qualitative methods and qualitative deductive research types with data collection techniques through interviews, and documentation. The results of the study show that some people think that amil zakat is formed by takmir musholla or local mosques and there is no certificate from the local KUA. The community thinks that the duties of amil are only limited to collecting and distributing zakat to mustahik or people who are entitled. The community thinks that amil zakat in prayer rooms and mosques have the right to receive zakat on behalf of amil zakat. The factor behind the misperception of the people of Pelem Village towards the concept of amil is in terms of the level of education of the people in Pelem Village which is lacking or too low so that understanding of the concept of amil is considered not too important and is considered trivial. The next factor is the lack or lack of experience in managing zakat, both the collection and distribution of zakat fitrah. The impact that arises from people's misperception of the concept of amil is that some zakat managers or zakat administrators are confused in determining who is entitled to receive zakat fitrah so that some or the rest is used for the treasury of the local musholla or mosque. Some people think that the amil does not need an SK, it is enough to be formed by the takmir of the musholla or mosque. The final impact on society is that people who participate in distributing zakat are only thought to want to receive zakat.   Keywords: Misperception, Amil Zakat Masyarakat di Desa Pelem diduga belum paham sepenuhnya tentang konsep amil zakat maupun tentang tugas, hak dan kewajiban amil zakat itu sendiri serta ketidakpahaman amil zakat di musholla atau masjid tentang statusnya dan pendistribusian zakat. Maka dari itu penulis tertarik untuk meneliti tentang Mispersepsi Masyarakat Desa Pelem Kecamatan Bungkal Kabupaten Ponorogo Terhadap Konsep Amil Zakat. Tujuan dari penelitian ini untuk mengetahui bentuk mispersepsi masyarakat Desa Pelem Kecamatan Bungkal Kabupaten Ponorogo terhadap konsep Amil Zakat, untuk mengetahui faktor-faktor yang melatarbelakangi terjadinya mispersepsi masyarakat Desa Pelem Kecamatan Bungkal Kabupaten Ponorogo tentang konsep amil zakat dan untuk mengetahui dampak yang terjadi dari mispersepsi masyarakat Desa Pelem Kecamatan Bungkal Kabupaten Ponorogo terhadap tugas, kewajiban dan hak amil zakat. Pada penelitian ini menggunakan metode kualitatif dan jenis penelitian kualitatif deduktif dengan teknik pengumpulan data melalui wawancara, dan dokumentasi. Hasil penelitian menunjukkan Bentuk-bentuk mispersepsi Masyarakat di sebagian beranggapan bahwa amil zakat cukup dibentuk oleh takmir musholla atau masjid setempat belum ada surat keterangan dari KUA setempat. Masyarakat beranggapan tugas amil hanya sebatas mengumpulkan dan membagikan zakat ke para mustahik atau orang-orang yang berhak. Masyarakat beranggapan bahwa amil zakat di musholla dan masjid berhak menerima zakat atas nama amil zakat. Faktor yang melatarbelakangi terjadinya mispersepsi masyarakat Desa Pelem terhadap konsep amil adalah segi tingkat pendidikan masyarakat di Desa Pelem yang kurang atau terlalu rendah sehingga pemahaman terhadap konsep amil dirasa tidak terlalu penting dan di anggap sepele. Faktor selanjutnya ialah dari minimnya atau kurangnya pengalaman mengelola zakat baik itu penghimpunan maupun pendistribusian zakat fitrah. Dampak yang timbul dari mispersepsi masyarakat terhadap konsep amil ialah berdampak sebagian pengelola zakat ataupun pengurus zakat kebingungan dalam menetapkan siapa saja yang berhak menerima zakat fitrah sehingga sebagian atau sisanya di buat kas musholla atau masjid setempat. Sebagian masyarakat beranggapan bahwa amil tidak perlu Sk cukup di bentuk oleh takmir musholla atau masjid saja. Dampak yang terakhir bagi masyarakat adalah orang-orang yang ikut membagikan mengurus zakat hanya dikira ingin dapat jatah zakat saja.
