The Norwegian Cabinet

Abstract
The pinnacle of political power in a parliamentary system of government is the cabinet of ministers, functioning collectively under the leadership of the prime minister. Cabinets must balance between ministerial autonomy, prime-ministerial power, and collective governing. This chapter examines this balancing act in the case of Norway by analysing cabinet meetings, cabinet subcommittees, the prime minister and the Prime Minister’s Office, coalition governance, and the profile of cabinet ministers. The data material includes elite interview data with former cabinet members. The overall assessment is that the collective governing mechanisms inherent in the Norwegian system are more prominent than both ministerial autonomy and prime ministerial power.
