Legal Analytics in Public Administration

The author understands legal analytics as analytical activity in the field of law, which includes rule-making, administrative law enforcement (including control and supervision), law enforcement and human rights activities, legal science and education, legal education and re-education, legal culture (including the dissemination of legal information, legal journalism, legal media, Internet). By scope, analytics can be divided into natural science, technical and social. Legal analytics is a type of social analytics.
The article reveals the role and place of legal analytics in public administration. Legal analytics, according to the author, is based on an analysis of various legal situations. Structural elements of the legal analytical situation, variants of its dynamics are analyzed. Types of legal analytics are considered, including information analytics, data analytics, problem and solution analytics, system analytics, design and forecast analytics. Legal analysts in organizations, including: monitoring the legal space; analysis of bills and other legislative initiatives; preparation of opinions on draft laws; advising officials, heads of organizations and citizens; participation in the development of strategic decisions and the formation of legal policy of organizations, etc. The concept of an analytical cycle is formulated, its elements are justified. An opinion was expressed on the prospects for legal analytics in Russian society and the state. In the course of presentation, the author repeatedly refers to artificial intelligence data, which generally confirm the provisions expressed.
