Bâti sur le contraste stylistique entre « haute » musique et musique vulgaire, le premier mouvement indique la perspective depuis laquelle la mégalomanie romantique peut devenir authentiquement révolutionnaire : la perspective minoritaire. La Symphonie donne ainsi une image de la « grande politique » dont notre temps serait capable.
