On China’s Exploration of Skilled Migration System and Concurrently: On the Transformation of Foreign Talents System

Since the 18th CPC National Congress, the Party Central Committee with Comrade Xi Jinping as the core has attached great importance to the introduction of foreign talent. China’s foreign talent administration has made important achievements. The level of management services for foreign talent projects has been continuously improved, the legal environment for the introduction of foreign talent has been continuously optimized, and significant progress has been made in the reform of the foreign talent management system. At present, there are still complex situations in China that hinder foreign talent from fully meeting the needs of economic and social development, and the quality of foreign experts coming to China needs to be improved. China aims to explore skilled migration systems to gather the world's talent and use them. On one level, it could be done by adapting to the new domestic and international situation of introducing foreign talents, using the reference of successful experiences of skilled migration system in developed countries, transforming foreign talents system, and making skilled migration systems play an important role in the foreign talent administration. On another level, it could be done from the sub-systems of introducing, maintaining, using and administering foreign talent, then by turning the foreign talent administration to an objective assessment, applications based on skills, market-orientation, the change of migration status, the system of foreign talent, avoiding migration risk by multiple agents, local administration and flexible administration.
