Алтернативен пенсионен модел за България (Alternative Pension Model for Bulgaria)

<b>Bulgarian Abstract:</b>Представям оценка на перспективни теоретични норми на заместване на доход при пенсиониране както от държавното обществено осигуряване (ДОО), така и от допълнителното задължително пенсионно осигуряване (ДЗПО) в универсални пенсионни фондове (УПФ). Резултатите от осигуряване в УПФ при действащото законодателство, са:<br><br>а) абсолютно намаляване на пенсионния доход и неговата адекватност. Две пенсии са по-малко от една;<br>б) излагане на бъдещите пенсионери на рискове, от които държавното обществено осигуряване ги предпазва и<br>в) по действащото законодателство самото ДЗПО подкопава финансовата устойчивост на ДОО. <br>Тези резултати се дължат на факта, че ДЗПО не е допълнително, а е частична приватизация на ДОО. Част от задължителната осигурителна вноска се отклонява към УПФ и, съответно, пенсията от ДОО се намалява. Пенсията от УПФ не е в състояние да замести намалението на държавната пенсия поради ниската доходност на осигурените в УПФ. Тази доходност е отрицателна (-3% средногодишно) за периода 2002-2023 г. <br><br>Предвид на това, че ДЗПО не играе полезна обществена роля, предлагам ликвидирането му като цялата задължителна осигурителна вноска се насочи обратно към ДОО. Осигурените, които желаят да допълнят пенсиите си, могат да го направят срещу допълнителни вноски в доброволен пенсионен фонд или по друг начин.<br><br>Предлаганата реформа е финансово устойчиво, защото въвеждането му ще доведе до нарастване разходите за пенсии от ДОО до под 12 % от БВП към 2070 г., при 12.9 % средно за Европейския съюз в момента.<br><br><br><b>English Abstract:</b>I estimate prospective theoretical replacement rates stemming from both the pay-as-you go State Social Insurance (SSI) pension scheme as well as the funded, privately managed scheme in universal pension funds (UPF) in Bulgaria. The findings are:<br><br>
a) participating in UPFs reduces the pension income and the pension adequacy. Two pensions in Bulgaria are less than one.<br><br>b) UPFs expose participants to risks and uncertainties from which the SSI shields them.<br><br>c) The funded scheme undermines the long term fiscal sustainability of the SII under the current legislation. <br>These outcomes are due to the fact that the funded scheme was introduced as a partical privatization of the SSI. Cosequently, the pension from the funded scheme has to replace the state pension reduction in the first place. The funded scheme has no capacity to compensate retirees for the reduction of their state pension due to the very low returns it generates. For the last 22 years the real returns the insured booked was a negative 3 %.<br><br>I propose that the “mandatory supplementary” pension scheme in Bulgaria be abolished. Those who strive to supplement their pension income could do so by additional saving into voluntary pension funds among other vehicles. The proposal will prevent two pensions being less than one. It is fiscally sustainable as the total pension expenditure is projected under this scenario to increase to just shy of 12 % of GDP by 2070, which is less by the average for the European Union of 12.9 % today.
