L'Europe unie / United Europe 17/2021

This issue of L’Europe Unie / United Europe brings together scholarship at the intersection of European higher education, EU law and external action, transatlantic security, and global governance. A first cluster interrogates universities in Europe: one study maps the macro- and meso-environmental forces shaping institutional strategy and performance across the EU; another traces the trajectory of technology in higher education in Europe prior to COVID-19, offering a baseline for post-pandemic comparison; a reflective essay reconsiders Erasmus—its cosmopolitan ambitions, unintended effects, and future calibration. A second cluster addresses the EU’s internal legal order and external policies: Finland’s pathway and positioning inside the Union; a compliance-oriented assessment of the EU legal framework for facial recognition; emerging techno-legal dilemmas (including the criminalization debate around sex robots); an overview of the EU’s Common Foreign and Security Policy and its evolving challenges; and targeted studies of the Union’s relations with Africa and with China. A third cluster analyzes NATO, Türkiye, and the Kremlin in a shifting strategic context: COVID-19 stress-tests to Türkiye–NATO ties; and how Russian–Turkish cooperation—from energy to regional theaters—reverberates through Alliance cohesion. The global section situates Europe within wider normative and geopolitical currents: a 20-year stock-take of the Palermo Treaty system on transnational organized crime and proposals toward more universal criminal justice; a reassessment of the Non-Aligned Movement at 60 amid an Asia seeking pan-continental integration; and a policy study on child protection for children deprived of family care in Algeria. The volume concludes with book reviews that connect anti-corruption jurisprudence and Romania’s century-long European and international trajectories. Collectively, the contributions blend conceptual analysis, legal-policy evaluation, and case-based evidence to illuminate how European institutions and partners navigate technological disruption, security competition, and normative commitments.
