Instrumenty komunikowania politycznego, głównie te wywodzące się z marketingu, wykorzystywane są w różnym stopniu, w zależności od perspektywy zbliżających się wyborów. Wykorzystanie poszczególnych instrumentów jest uwarunkowane wieloma czynnikami, które mają istotny wpływ na kształtowanie postaw i preferencji wyborczych. Do najważniejszych zalicza się: przedwyborczą sytuacją polityczną, ekonomiczną, społeczną, postawę przeciwników politycznych, wyniki sondaży przedwyborczych oraz determinanty takie jak: niekompletność informacji, stabilność, popierana przez elektorat ideologia, czy program polityczno-społeczny. Wszystkie te czynniki nie oddziaływują w izolacji, razem kształtują preferencje i determinują ostateczną wersję decyzji wyborczych.
