ບົດຄັດຫຍໍ້          ການສຶກສາຄົ້ນຄວ້າໃນຄັ້ງນີ້ມີຈຸດປະສົງ 1) ເພື່ອສຶກສາສະພາບການໃນການຈັດຕັ້ງປະຕິບັດ ວຽກງານສົ່ງເສີມອາຫານທ່ຽງໃນໂຮງຮຽນ ພາຍໃຕ້ການສະໜັບສະໜູນງົບປະມານຂອງລັດຖະບານ ຢູ່ເມືອງອຸທຸມພອນ ແຂວງສະຫວັນນະເຂດ, 2) ເພື່ອພັດທະນາແນວທາງການບໍລິຫານວຽກງານສົ່ງເສີມອາຫານທ່ຽງໃນໂຮງຮຽນ ພາຍໃຕ້ການສະໜັບສະໜູນງົບປະມານຂອງລັດຖະບານ ຢູ່ເມືອງອຸທຸມພອນ ແຂວງສະຫວັນນະເຂດ ໃນອະນາຄົດ ຕໍ່ໜ້າ ແລະ 3) ເພື່ອປະເມີນແນວທາງການບໍລິຫານວຽກງານສົ່ງເສີມອາຫານທ່ຽງໃນໂຮງຮຽນ ພາຍໃຕ້ການສະໜັບສະໜູນງົບປະມານຂອງລັດຖະບານ ຢູ່ເມືອງອຸທຸມ-ພອນ ແຂວງສະຫວັນນະເຂດ. ວິທີການດໍາເນີນການຄົ້ນຄວ້າແບ່ງອອກເປັນ 3 ໄລຍະ ໂດຍແຕ່ລະໄລຍະລົງເລິກໃນ  3 ດ້ານຄື: ດ້ານກົນໄກການບໍລິຫານຄຸ້ມຄອງ, ດ້ານການປະຕິບັດສິດ ແລະ ໜ້າທີ່ຂອງຄະນະຮັບຜິດ-ຊອບ ແລະ ດ້ານການປະກອບສ່ວນ ແລະ ມີສ່ວນຮ່ວມຂອງຊຸມຊົນ ແລະ ພໍ່ແມ່ຜູ້ປົກຄອງນັກຮຽນ. ກຸ່ມເປົ້າ-ໝາຍໃນແຕ່ລະໄລຍະໄດ້ຈາກການເລືອກແບບເຈາະຈົງ ເຊິ່ງໃນໄລຍະທີ 1 ມີ 38 ຄົນ, ໄລຍະທີ 2 ມີ 13 ຄົນ ແລະ ໄລຍະທີ 3 ມີ 15 ແລະ ເຄື່ອງມືຂອງການຄົ້ນຄວ້າແບ່ງອອກເປັນ 2 ປະເພດຄື: ແບບສໍາພາດ ແລະ ແບບປະເມີນ. ຜົນການຄົ້ນຄວ່າພົບວ່າ: 1) ສະພາບການຈັດຕັ້ງປະຕິບັດ ວຽກງານສົ່ງເສີມອາຫານທ່ຽງໃນໂຮງຮຽນ ໂດຍ ລວມເຫັນວ່າ ມີຄວາມເປັນເອກະພາບຕໍ່ກັບຂະບວນ- ການບໍລິຫານຄຸ້ມຄອງ. ເຖິງຢ່າງໃດກໍຕາມຄະນະຮັບ-ຜິດຊອບຂັ້ນຕ່າງໆ ພົບວ່າຍັງຂາດຄວາມເຂົ້າໃຈຕໍ່ສິດ, ໜ້າທີ່ຂອງຕົນ ແລະ ການມີສ່ວນຮ່ວມຂອງຊຸມໃນການບໍລິຫານຄຸ້ມຄອງ ວຽກງານອາຫານໃນໂຮງຮຽນກໍຖືວ່າຍັງມີຈຳກັດ. 2) ແນວທາງໃນການບໍລິຫານ: ການຈັດ- ຕັ້ງຂັ້ນບ້ານ ແລະ ໂຮງຮຽນ ຄວນ ຫຼື ຕ້ອງຈັດກອງປະຊຸມປຶກສາຫາລື, ຄົ້ນຄວ້າ, ຊີ້ແຈງ ແລະ ອະທິບາຍ ດ້ານລະບຽບການ ນັບຕັ້ງແຕ່ຄະນະຮັບຜິດຊອບ ຈົນເຖິງ ປະຊາຊົນ ຫຼື ອົງການຈັດຕັ້ງຂອງບ້ານ ໃຫ້ເປັນປົກກະຕິ. ຄະນະຮັບຜິດຊອບແຕ່ລະທ່ານ ຄວນ ຫຼື ຕ້ອງ ໄດ້ທົບທວນ, ຕິດຕາມ ແລະ ສະຫຼຸບລາຍງານ ເຊິ່ງກັນ ແລະ ກັນ ກ່ຽວກັບການປະຕິບັດສິດ ແລະ ໜ້າທີ່ຂອງຕົນ ໃຫ້ເປັນປົກກະຕິ ແລະ ສ້າງສື່ໂຄສະນາ ແລະ ເຜີຍແຜ່ສິດ ແລະ ໜ້າທີ່ຂອງຄະນະຮັບຜິດຊອບ ຢູ່ໃນໂຮງຮຽນ ແລະ ບ້ານ ເຂດທີ່ມັກມີການໂຮມຊຸມນຸມ. ບ້ານ ແລະ ໂຮງຮຽນຄວນ ຫຼື ຕ້ອງມີການຈົດບັນທຶກ ການປະກອບສ່ວນ ແລະ ມີສ່ວນຮ່ວມ ຂອງຊຸມຊົນ ແລະ ພໍ່ແມ່ນັກຮຽນ. 3) ຜົນການປະເມີນແນວທາງ ໃນການບໍລິຫານວຽກງານສົ່ງເສີມອາຫານທ່ຽງໃນໂຮງຮຽນ ພາຍໃຕ້ການສະໜັບສະໜູນງົບປະມານ ຂອງລັດຖະ-ບານ ເມືອງອຸທຸມພອນ ແຂວງສະຫວັນນະເຂດ ຕາມມາດຕະຖານຄວາມເປັນໄປໄດ້ ແລະ ຄວາມເໝາະສົມໂດຍລວມແມ່ນຢູ່ໃນລະດັບຫຼາຍ. ຄຳສັບສຳຄັນ: ສະໜັບສະໜູນງົບປະມານ, ກົນໄກການບໍລິຫານຄຸ້ມຄອງ, ການປະຕິບັດສິດ ແລະ ໜ້າທີ, ການປະກອບສ່ວນ ແລະ ມີສ່ວນຮ່ວມ The Guidelines for School Lunches Promotion Management in Uthoumphone District Savanakhet Province under Lao Government Budget Support Thanongchit PHANTHABA, Sithane SOUKHAVONG, Somsanit VONGKHAMCHAN Faculty of Education, Natioanal University of Laos Corresponding: Thanongchit PHANTHABA, Email: to_sabaidee@yahoo.com Abstract The objectives of this research are: 1) To examine the situations of implementing the promotion of school lunch under the Lao government budget support in Uthoumphone District, Savannaket Province. 2) To develop the guidelines for promoting the school lunch management. 3) To evaluate the guidelines for promoting the school lunch management under the Lao government budget support in Uthoumphone District, Savannaket Province. This research consists of three phases and focuses on three components: management mechanism, roles and responsibilities of committees, and contribution and participation of community and guardians. The target groups were selected by using the purposive sampling method. 38 participants were selected for phase 1, 13 participants for phase 2, and 15 participants for phase 3. The research tools are the interview and questionnaire forms. The research results are as follows:  1) The overall situations of implementing the school lunch management under the Lao government budget support in Uthoumphone District, Savannaket Province was consistent with the management legislations. However, the assigned responsible persons apparently have a lack of understanding of their rights and responsibilities, and limited community involvement is witnessed. 2)The guidelines of school lunch promotion management are: The village and school authorities should regularly organize consultation meetings to clarify the legislation of each level from the top to the grass root (villagers). All persons in charge should reflect, follow up, and summarize what has been done with the campaigns to raise awareness of their roles and responsibilities. Moreover, the village and school authorities should also record the contribution and participation of the community and guardians. 3) The evaluation of the guidelines for school lunch promotion management under the Lao government budget support in Uthoumphone District, Savannaket Province showed the overall feasibility and propriety at a high level.
