Assessment of Impacts of the New Sanctions Package against Russia on Azerbaijan

This article evaluates the possible effects of the 11th package of sanctions against Russia in the context of the Russia-Ukraine war on Azerbaijan. This study is important because Russia is one of Azerbaijan's main trade partners and Azerbaijan's main export market in terms of non-oil sector exports. So far, 10 sanctions packages have been applied against Russia, although these sanctions have had their effect, Russia has managed to reduce the impact of sanctions by increasing its economic relations with third countries. Within the framework of the prepared 11th sanctions package, sanctions are planned against certain transport, media and other organizations and organizations that indirectly help Russia by registering in the 3rd country. Russia has dramatically increased its economic relations with the countries where the entities included in the 11th sanctions package are registered since the sanctions were imposed. In this package of sanctions, organizations that indirectly trade military industry and technological products with Russia were taken into account. Taking into account the products of this type and the product categories that Azerbaijan trades with Russia, the 11th sanctions package is not expected to have any serious impact on Azerbaijan. In the article, using the statistics of 2021, 2022 and 2023, the change rates of export, import and trade turnover between Russia and Azerbaijan in the last 3 years are given. In the corresponding period of 2023, there was a high increase in trade turnover compared to the same period of the last 2 years.
