Study on Direction of Urban Planning Facilities as Logistics Facilities

Short-term strategies for utilizing idle urban spaces as logistics facilities enable a rapid response to the surging demand for urban logistics and promote efficient use of existing infrastructure, thereby reducing logistics costs. These measures help optimize logistics flows within cities, alleviate traffic congestion, and facilitate prompt delivery services. In contrast, mid-term strategies that integrate large-scale logistics facilities into urban planning are vital for establishing a sustainable logistics network and achieving a balanced development between logistics hubs and residential or commercial zones. In the long term, it is imperative to systematically interconnect dispersed logistics bases and apply smart logistics technologies to advance automation and environmentally friendly logistics systems. This study employed a mixed-method approach, including spatial analysis of available land using Kakao Map and interviews with stakeholders, to explore how logistics functions can be incorporated into urban planning facilities. The findings suggest that repurposing underutilized public land—such as highway interchanges or spaces beneath overpasses—can support the development of numerous last-mile delivery points in the short term. In the long term, constructing “logistics skyscrapers” or integrating underground delivery systems with commercial and residential developments appears to be a feasible approach for ensuring high-capacity logistics infrastructure in urban centers. These strategies are expected to enhance the economic efficiency of logistics operations, reduce urban traffic and emissions, and improve overall logistics services for citizens.
