RELATIONSHIP BETWEEN LEARNERS’ DISCIPLINE AND SCHOOL INSPECTION IN THE MANAGEMENT OF PRIMARY EDUCATION IN KATSINA SENATORIAL ZONE, KATSINA STATE

This study examined the relationship between school inspection and learner’s discipline in the management of primary education in Katsina Senatorial Zone, Katsina State. The study adopted a correlational research design. Three research questions with their corresponding hypotheses guided the study. The population comprised all public primary school teachers, in the 11 Local Government Areas of Katsina Senatorial Zone, with a sample of 370 teachers drawn from the total population of 11,434 teachers in Katsina senatorial zone local governments using Research Advisors (2006). In selecting teachers by local government and by primary school in the local governments, proportionate sampling technique was used. A simple random sampling procedure was used in selecting the respondents from each sampled primary school in Katsina senatorial zone. Data were collected using adapted Teachers' Questionnaire for the Learners' Discipline and School Inspection (TQLDSI) with reliability index of 0.83 and Teacher’ Questionnaire for the Management of Primary Education (TQMPE) with reliability index of 0.74. To ascertain the content validity of the TQLDSI and TQMPE, experts from Faculty of Education, Federal University Dutsinma, Katsina State, were given the instruments to ascertain their face and content validity. Hypotheses were tested using Pearson Product Moment Correlation at 0.05 level of significance and regression. Based on the findings, the study concluded that effective school inspection serves as a vital administrative and supervisory tool for sustaining learner’s discipline and improved management in primary education. The study recommended among others that Katsina State Universal Basic Education Board should institutionalize quarterly inspections of all public primary schools in the zone. Regular visits will deter laxity in rule enforcement and reinforce learner punctuality, attendance, and classroom conduct as well as improved primary education management in the zone.
