A Study on the Perception of Village Resources During the Village Development Project Planning Process : For Residents of Sajeong 2-ri, Yonggye 2-ri, and Sangwoo 3-ri in Eumseong-gun

(Research background and purpose) Village creation projects that utilize resident participation and village resources are being implemented in various ways under various names by supporting ministries and support organizations. Village resource surveys for project implementation vary depending on the survey method even in the same administrative district, and the opinions of the consultants who write business plans for project implementation are added, and the decisions on village resources are different. In this paper, we will conduct a village creation project planning process with residents of three rural villages in Eumseong-gun, Chungcheongbuk-do using the facilitation method and identify the village resource awareness of the residents during the process. (Research method) We will apply the facilitation (FT) workshop technique, in which a third party conducts a workshop to exclude the opinions of outsiders and identify the opinions of only the village residents, as a method of identifying the residents’ awareness of village resources. The facilitation will be conducted by writing a program and then conducting it four times for each of the three villages that are the subjects of the study, with each session lasting 4 hours. During the facilitation workshop, the facilitator is only responsible for the overall process and does not provide opinions on the process of organizing the workshop content. (Research Results) The results of examining the village residents’ perception of village resources through the village development plan establishment workshop (FT) targeting three rural villages in Eumseong-gun are as follows. First, the village residents of the three ri recognized natural resources as the most important village resource. Second, the village residents of the three ri are changing their perception of resources from the existing natural resource-centered village resource perception to newly created facilities, convenience facilities, and facilities created through the activities of residents. Third, the village residents’ perception of village resources differs depending on the village location or the facilities located in the village. Unlike the awareness of village resources, there was a lack of awareness of industrial resources (factories and industrial facilities) located in the village. The reason for this is that industrial facility workers have different lifestyles from rural village residents, so they do not participate in village meetings, and residents also have little relationship with industrial facilities. In addition to the natural environment and agricultural facilities located in rural villages, it seems necessary to form relationships between industrial facilities and residents.
