Regional Market Structure: Reproduction Aspect

The paper describes the IEIE SB RAS's experience of how the preplanning regional researches have been carried out and how the recommendations based on such researches have been applied to the practice of planning and governance. The paper retrospectively shows the evolution of the topic and describes the partner involved in the development of programming documents and coordination of different interests. The paper also outlines the complexity in combining both planning and market methods in contexts of the transition period and the administrative reform carried out in the Russian Federation. The paper also describes how the Institute and the Novosibirsk Oblast Administration or Novosibirsk City Administration coordinate their activities in the context of new requirements which have to be applied to the development of programming documents and which had been adopted by the RF Ministry of Regional Development.
The paper considers the issues concerning the equalization of the socio-economic development in the cities and regions of the Novosibirsk Oblast. To solve this problem means to assess the competitive advantages of the cities and regions and to build such controlling mechanism which could realize these advantages and therefore could ensure the economic growth and higher quality of life for people.
The paper analyzes methodological issues of how regional markets develop, the role which they play in regional economy as well as spatial, institutional and reproduction aspects of the structures of such markets. The author, having analyzed different theories of regional markets, validates the approaches to a concept of the regional market development which allows coordinating interests of governments and businesses.
The paper reviews basic stages in shaping the regional administration school of Siberian researchers who studies issues of regional economic self-sufficiency, regional pre-planning, a programming approach to regional economic policies, complex planning in regions, building regional markets and competitive positions of regions. The author proposes major ways of how to build a system of regional administration allowing for the present-day conditions when many different regional economic units operate in market and may have economic conflicts, the relationship between governmental and market structures, and a system of forecasting and planning for regional development.
The paper analyzes methodological issues of how to assess the competitiveness of municipal units; considers the issues of designing a strategy of socio-economic municipal unit development, and issues of planning the incomes and expenditures of local budgets; and analyzes scenarios of the socio-economic development in cities.
The paper offers the concept and methodology of a complex regional automobile market research. The authors analyze consistent patterns in automobile market formation as well as domestic and foreign practices in car production and distribution. They examine the car park structure and the number of car owners in Russia; identify the reasons for the changes in effective demand for automobiles at the turn of the XXI century; describe the main current and future trends in regional automobile markets development.
The paper analyses methodological approaches to substantiating the principles, forms and methods of the regional policy of the Russian Federation subjects. The author assesses prerequisites and restrictions of the regional social and economic development in order to identify its highest-priority directions. The author develops the elements of the regional economic policy mechanism.
The paper analyzes such issues as the objective conditions, pre-conditions and management principles of the socio-economic processes taken place in regions; basic patterns of how regional businesses interact; and methodological bases of and enhancing regional governance.
This article deals with the problems concerning the development of the local government. These problems are primarily due to the significant differentiation of spatial socio-economic development and the peculiarities of the legal framework regulating the local government development. Substantiated are some recommendations to improve fiscal relations and the necessity to establish local regional clusters for municipal entities management. The establishment and development of regional clusters are expected to ensure the rational spatial specialization and the use of competitive advantages of the territories.
The paper presents the analysis of market infrastructure development in the regions of Siberia. Considered are the economic essence of regional market infrastructure and the concept of economic potential. Studied in the paper are the following issues: the degree of market infrastructure readiness to the new conditions of functioning; different types and component elements of market infrastructure; functional layout of market infrastructure and the content of the elements of this scheme. The paper examines the functional blocks of market infrastructure in terms of a system of markets. Of methodological and practical value is a comprehensive analysis of major functional blocks of regional market infrastructure - intermediate trade, informational, financial and credit, foreign trade, economic and legal markets. Considered are the problems concerning regional market infrastructure development with the emphasis placed on the aspects of strategic planning. The analysis of the external and internal environment of influence on development of regional market infrastructure is made. On the basis of the study conducted the conclusions about a significant lag of regional market infrastructure economic potential behind the increasing demand for its development in the period of transition in Russia are made. This lag does create additional difficulties in reforming the economy. Outlined in the paper are the possible directions for the development of regional market infrastructure.
The paper analyzes the methodological approaches to choosing principles, forms, and methods of regional policies pursued by the RF subjects, as well as major objectives, structure and content of such policies. The paper also analyzes the preconditions and limits of the regional socio-economic development, which impact on competitiveness of the regions, and instruments of regional policy, which perform distributive, regulative, and stimulating functions. The authors present their recommendations on building indicators, including an integrated one, which would show how effective the regional development administration is. The application of a cluster approach to realize the competitive advantages of regions is considered necessary. Two types of regional clusters are specified. How effective the elaboration and implementation of regional policy could be depends on such factors as the involvement of local communities in these processes and monitoring of the socio-economic processes.
The paper analyzes the methodological problems of management of spatial socio-economic regional development. Studied are possible threats to the economic security of Russia coming from the spatial disparities in the distribution of natural resources and population. Formulated are the proposals for working out spatial strategies of regional socio-economic development.
The existing mechanism of spatial policy of implementation of subject of Federation was analyzed. The shortcomings of plans and programs that generate difficulties for the integrated solution of problems of socio-economic development of municipalities was formulated. The lack of coordination between planned activities and their budgeting was revealed.
