Kebijakan Walikota Surabaya Tri Rismaharini dalam Menangani Covid-19 Perspektif Fiqh Siyasah

Abstract: Covid-19 is a medically natural phenomenon in the form of a virus. The spread is very fast including in the Surabaya area, East Java. When Tri Rismaharini was mayor of Surabaya, he had anticipated preventing the spread of Covid-19 in Surabaya by issuing several policies. In this regard, this article examines the policy of the mayor of Surabaya to suppress the spread of Covid-19 in Surabaya from the perspective of fiqh siyasah. This research is literature research and is qualitative. Data is collected through observation through the web lawancovid-19.surabaya.go.id. The collected data is analyzed descriptively. The study results concluded that Tri Rismaharini made various policies to minimize the spread of the Covid-19 virus in Surabaya. The policy relates to the economy, education, health, worship and the public sector. Tri Rismaharini is also actively controlling the field to check the implementation of the policy. In the perspective of fiqh siyasah, the policy of Tri Rismaharini corresponds to the concept of imamah dalam fiqh siyasah dusturiyyah. Abstrak: Covid-19 merupakan fenomena alam secara medis berupa virus. Penyebarannya sangat cepat termasuk di wilayah Surabaya, Jawa Timur. Ketika Tri Rismaharini menjabat walikota Surabaya, beliau telah mengantisipasi pencegahan penyebaran Covid-19 di Surabaya dengan cara mengeluarkan beberapa kebijakan. Berkaitan dengan hal tersebut maka artikel ini mengkaji tentang kabijakan walikota Surabaya untuk menekan penyebaran Covid-19 di Surabaya dalam perspektif fiqh siyasah. Penelitian ini adalah penelitian pustaka dan bersifat kualitatif. Pengumpulan data dilakukan melalui observasi melalui web lawancovid-19.surabaya.go.id. Data yang terkumpul dianalisis secara deskriptif. Hasil penelitian menyimpulkan bahwa Tri Rismaharini membuat berbagai kebijakan untuk meminimalisir penyebaran virus Covid-19 di Surabaya. Kebijakan tersebut berkaitan dengan ekonomi, pendidikan, kesehatan, ibadah dan sektor umum. Tri Rismaharini juga aktif mengontrol ke lapangan untuk mengecek penerapan kebijakan tersebut. Dalam perspektif fiqh siyasah, kebijakan Tri Rismaharini sesuai dengan konsep imamah dalam fiqh siyasah dusturiyyah. Pemerintah dalam membuat kebijakan harus berasaskan maslahat dan memperhatikan kepentingan rakyatnya. Kata Kunci: Kebijakan, Walikota, Covid-19, fiqh siyasah.
