A tanulmány azoknak a gyermekeknek közoktatási ellátását tekinti át, akiknél a szakvéleménnyel megállapított képességzavar szükségessé teszi a különleges gondozást. A sajátos nevelési igény kielégítésére jogi, pénzügyi és szakmai garanciákat tartalmaz a közoktatásról szóló törvény. Az ismertetett, 2001-ben záruló átfogó vizsgálat szerint azonban a közoktatási intézményekben nem áll rendelkezésre az a különleges szaktudás, amely a gyermekek pedagógiai többletellátásához szükséges lenne.
