Izidor Kršnjavi i zakon o pučkom školstvu iz 1888. godine

The first part of the paper analyses Izidor Kršnjavi’s legislative proposal on the regulation of elementary education in Croatia published in German in the Kroatische Revue magazine in 1886. The legislative proposal was based on a critical comparison of the Hungarian (1868), the Austrian (1869) and the Croatian (1874) Elementary Education Act as well as the one in force in the Military Frontier (1871), and presented some original proposals. The second part discusses Izidor Kršnjavi’s role in the adoption of the new Croatian Primary Education Act by the Croatian Parliament in 1888. Kršnjavi played a major role in this process as a Rapporteur of the Parliamentary Committee, and his task was to prepare a debate on the new Croatian Elementary Education Bill. The final version of the Zakon od 31. listopada 1888. ob ustroju pučke nastave i obrazovanja pučkih učitelja u kraljevinah Hrvatskoj i Slavoniji [Act of 31 October 1888 on the Organisation of Elementary School Education and the Education of Elementary School Teachers in the Kingdoms of Croatia and Slavonia] includes some of the proposals made by Kršnjavi two years earlier in his own legislative proposal on elementary education.
