Evaluating Economic Impact of Industrial Parks Development Projects in Ethiopia

<p>Industrial parks development projects are widely adopted as key instruments for economic transformation in developing countries. In Ethiopia, 32 industrial parks have been established across various zones, special zones, and city administrations, reflecting the government’s strategy to promote industrialization and structural change. This study assesses the factors influencing the economic impact of industrial parks and evaluates their micro- and macroeconomic effects in Ethiopia. Zones and city administrations hosting industrial parks are classified as treated areas, while those without industrial parks are considered control areas.<span></span></p> <p>The study employs both primary and secondary data sources and applies Ordered Probit and Difference-in-Differences (DID) estimation techniques to address the research objectives. The findings indicate that high community commitment, abundant non-financial resources, strong government support, and social capital significantly enhance the economic impact of industrial park development. Conversely, limited skilled labor supply, concentration of industrial parks in urban areas, and outdated technology reduce their effectiveness.</p> <p>The results further reveal that industrial parks have significantly improved most macroeconomic indicators, except domestic capital formation. Survey responses also indicate strong perceived contributions of industrial parks to employment generation, infrastructure development, environmental protection, and technology transfer. Based on these findings, the study recommends that the government design targeted policy and incentive frameworks to attract domestic investment and enhance the overall developmental impact of industrial parks in Ethiopia.</p>
