This article discusses the development of a plan for blending water to reduce contaminant concentrations. Such practice is an acceptable control method if appropriate safeguards are followed. Blending to reduce nitrate is acceptable, but more care is needed because of the acute hazard nitrate contamination poses. Elements of an acceptable plan include a description of blending facilities and controls, justification for the proposed blending ratio, and a blending monitoring plan.
