Kryminalista przestępcą politycznym i zesłańcem syberyjskim – losy Joska Strumiłowicza vel Strumiłowskiego

This text presents the place prison-related issues took in the annual reports submitted by the governors of the Right-Bank Ukraine governorates (Kyiv, Podolia, and Volhynia) on the state of their governorates to the rulers of the Russian Empire in the 1870s and 1880s. This was a period of significant change in the Russian prison system. Emphasis was placed on new principles for the placement of prisoners and the organization of their employment during incarceration. The organization of prison services was also changed, and emphasis was placed on the spiritual care of inmates provided by the Orthodox clergy. In the provinces, these changes were implemented slowly, primarily due to the lack of adequate funding for the ongoing reforms, particularly the construction of new prisons.
