THE INFLUENCE OF GOOD GOVERNANCE PILLARS ON LAW ENFORNCEMENT IN THE TANZANIA POLICE FORCE, MOROGORO REGION

Good governance enhances law enforcement in public institutions. Nevertheless, the absence of good governance practices in public institutions has been noted as the source of poor law enforcement in public institutions and an obstacle in achieving the Millennium Development Goals and Tanzania Development Vision 2025. Therefore, this study intends to assess the influence of good governance on law enforcement in Tanzania using the case of the police force in the Morogoro region. The study used the sample size of 327 respondents covered from the total population of 1802 police force employees. The study used a questionnaire, interview, and documentary review to collect data about this study. The collected data were calculated using the Statistical Program for Social Science. The study used both descriptive and inferential statistics. In addition, correlation analysis and regression were used to indicate the relationship between variables. On the responsiveness, this study concludes that the overall mean of responsiveness is 3 and the overall coefficient value between responsiveness and law enforcement was established at (.980**). On accountability, this study concludes that the overall mean of accountability at the police force in the Morogoro region is rated at the mean score of 3 and the relationship between accountability and law enforcement was established at (.954**). On participation, the study concludes that the overall mean of participation was rated at the mean of 3 and the relationship between participation and law enforcement was found to be positive and strong to the extent that the overall coefficient value between participation and law enforcement was found at coefficient value of (.921**).Therefore, the study recommends that the management of the police force in Tanzania should work with other stakeholders such as local government authorities and local leaders and citizens to ensure effective participation, accountability and responsiveness on law enforcement. Inline to this the management of the police force and the Ministry of Home Affairs should formulate guidelines, policies and principles that seek to ensure accountability, responsiveness, participation as well as law enforcement in the police force of Tanzania.
