Ways of improving public control over compliance with legislation on transport: administrative and legal aspect

The scientific article considers promising opportunities for improving public control over compliance with transport legislation. It is found that improving administrative and legal means of public control over compliance with transport legislation is necessary to ensure the safety and quality of transport services, increase the efficiency of public administration, strengthen democratic principles, combat corruption, protect consumer rights and fulfill international obligations. The scientific article analyzes the current legislation, the norms of which determine the principles of public control over compliance with transport legislation. Emphasis is placed on the norms of the National Transport Strategy of Ukraine for the period up to 2030, the Anti-Corruption Program of the State Service of Ukraine for Transport Safety for 2024–2026, the Regulations on the Public Council under the State Service of Ukraine for Transport Safety. It is concluded that the issue of public control over compliance with transport legislation is insufficiently regulated in the norms of current legislation. The author has studied the practice of applying Ukrainian legislation in the field of public control over compliance with transport legislation, given examples of public initiatives in this area, and emphasized their dynamism in accordance with social processes in the state. The paper proposes ways to improve administrative and legal means of public control over compliance with transport legislation, including: improving the legal regulation of public control mechanisms in transport; improving information support for control measures; developing forms of public control, etc. The principles of public control over transport legislation are noted: legality, objectivity and impartiality. The conclusion is made that effective public control over compliance with transport legislation is an important factor in increasing transport safety and reducing the number of offenses.
