В статье освещается роль чиновников особых поручений в системе генерал - губернаторской власти, дается социокультурная характеристика чиновникам особых поручений канцелярии оренбургского генерал - губернатора в период с 1865 - 1881 гг. В работе также рассматриваются некоторые механизмы работы канцелярии оренбургского генерал - губернатора. Долгое время канцелярия генерал - губернатора оставалась главным секретариатом генерал - губернатора, с помощью которого он реализовывал свои властные полномочия. Чиновники канцелярии и правитель приобретали в регионе небывалую власть. Именно поэтому изучение феномена канцелярии генерал - губернатора является важным исследовательским направлением в поле института генерал - губернаторства. Чиновники особых поручений были не только исполнителями указов генерал - губернатора, но и людьми, хорошо знающими проблемы региона, умеющими разрабатывать целые проекты по преобразованию тех или иных областей жизни края.
In this article, the author highlights the role of officials of special assignments in the system of the governor - general's power, gives a socio - cultural characteristic of the officials of special assignments of the office of the Orenburg Governor - General in the period from 1865 - 1881. In this article, the author examines some of the mechanisms of the office of the Orenburg Governor - General. For a long time, the Office of the Governor - General remained the main secretariat of the Governor - General, through which he exercised his powers. The officials of the chancery and the ruler were gaining unprecedented power in the region. That is why the study of the phenomenon of the Office of the Governor - General is an important research area in the field of the Institute of the Governor - General. Officials on special assignments were not only implementing the decrees of the Governor - General, but people who are familiar with the problems of the region, able to make the entire projects to transform certain aspects of life in the region.
