Abstract
This chapter describes Ismay’s role in mediating the deteriorating relationship between Churchill and senior military officers: the service Chiefs of Staff—in particular the CIGS General Dill; and the commanders in the Middle East—successively Generals Wavell and Auchinleck. The chapter also describes Ismay’s role in strengthening Anglo-American relations, establishing friendships with, amongst others, Harry Hopkins and Avrell Harriman, and advocating the creation of a Joint Staff in Washington. It recounts his participation in an Anglo-American delegation to Moscow and his meeting with Stalin. It also examines Ismay’s role in the establishment of the strategic deception organization: the London Controlling Section. The chapter concludes with the replacement of General Dill by General Brooke.
