Norges FN-ambassadør Mona Juul reflekterer i denne artikkelen om arbeidet i Sikkerhetsrådet sett fra innsiden etter at Russland startet sin fullskala angrepskrig mot Ukraina 24. februar 2022. Den brutale og folkerettsstridige krigshandlingen av en vetomakt i FNs sikkerhetsråd mot et suverent naboland er det mest alvorlige som har skjedd på europeisk jord siden den andre verdenskrig. Krigen, som ble dimensjonerende for Norges femte medlemskap i FNs sikkerhetsråd i 2021–2022, fikk også konsekvenser for samarbeidet og dynamikken mellom sikkerhetsrådsmedlemmene. Det var en overhengende fare for at Sikkerhetsrådet ville bli så splittet at det ikke lenger ville ivareta sine grunnleggende funksjoner. Ambassadør Juul gir et innsideblikk på hva Norge gjorde i denne situasjonen etter det sikkerhetspolitiske tidsskillet, hvilket handlingsrom som fantes, og hvordan Norge bidro til at Sikkerhetsrådet, tross økt splittelse, klarte å fatte vedtak på flere viktige saksområder.
Abstract in English:Impressions from the UN Security Council When Russia Initiated its Full-scale WarIn this article, Norway’s ambassador to the United Nations, Mona Juul, reflects on the work of the Security Council after Russia started its full-scale war on Ukraine 24 February 2022. This brutal and illegal war by a Security Council veto power against a sovereign neighbouring country is the most serious act of aggression on European soil since World War II. Russia’s unprovoked attack on Ukraine, the black swan of Norway’s fifth membership period of the UN Security Council in 2021–2022, severely influenced the cooperation and dynamics among the Council members. There was a clear and present danger that the Council would be so polarised that its ability to fulfil its mandate of maintaining international peace and security would be jeopardised. Ambassador Juul provides an inside view on Norway’s diplomacy after this geopolitical watershed moment: Was there any room for manoeuvring, and how did Norway, given the increased polarisation, contribute to keeping the Security Council functional as a decision-making body in several important files and dossiers?
