СБОРНИК "ВОПРОСЫ КОЛОНИЗАЦИИ" (1907-1917): СТАТУС, ИЗДАТЕЛЬСКИЕ ХАРАКТЕРИСТИКИ, АВТОРСКИЙ СОСТАВ, ПРОБЛЕМАТИКА

Цель исследования - выявление источниковедческих особенностей и потенциала сборника «Вопросы колонизации» (1907-1917). В центре внимания автора находятся невыявленные или недостаточно исследованные источниковедческие аспекты данного сборника: причины и цели издания, изменение его статуса, тиражи, механизм распространения, читательская аудитория. Сборник представляет собой специальное издание, которое объединяло чиновников Переселенческого управления, занимавшихся общими и частными вопросами колонизационной политики (статистиков, агрономов, юристов). Со сменой редакторов сборника изменился его статус - от критического общественного к полуофициальному изданию. Целью сборника являлось формирование общественного мнения и оказание влияния на законодательные структуры по вопросам колонизации. Благодаря тиражу и механизму бесплатной рассылки сборник активно включался в научную и общественную коммуникацию, что давало возможность оказывать влияние на структуры правительства, законодательные органы и печатные издания. The purpose of research is to identify source study features of the collected volume “Issues of Colonization” (“Voprosy kolonizatsii”). The study focuses on the following under-researched characteristics of the collection: purpose of publication, changes in its status, circulation, distribution mechanism, and readership. The collected volume was created by the Resettlement Administration officials, who positioned themselves as independent specialists. The study shows that with the change of editors, probably caused by the government pressure, the collected volume’s status also changed: from social criticism to performing the functions of an official publication. The purpose of the publication changed: from public control to the formation of public opinion and influencing legislative structures on issues of colonization. The circulation of the collection, comparable to other specialized publications, and the mechanism of free distribution to government agencies and editorial offices of printed publications ensured the inclusion of collection in scientific and public communication, which made it possible to influence the government and legislative bodies. The authors of collected volume were predominantly officials of the Resettlement Administration united by career and personal relations. The study identified the circle of main authors of the collection. The authors of “Issues of Colonization” represented various branches of knowledge related to colonization: statistics, agronomy, jurisprudence, hydraulic engineering, forestry, etc. The study counted the number of articles devoted to the research of various aspects of colonization and various regions of the Russian Empire. The authors pursued the ideas of the priority of quality over quantity in the resettlement of peasants, planned and comprehensive colonization, the advantages of commercial farms, “khutor” and “otrub” land management.
