A Blockchain-Integrated Tax Access Layer for Secure Data Protection, Standardized Service Delivery, and Improved Equitable Access in Support of National Fiscal Modernization

Governments around the world are now more and more using digital change to modernize public money and to make tax systems better and fairer. Old ways of collecting taxes often have bad data, not work well together, and are hard for some people to get at. That makes for problems, mistakes, and some groups can't get what they need. To fix this, this work looks at how a smart way to give people access to taxes with a blockchain can do the followings: keep data safe, give a standard way to do things, and give all groups a fair chance of getting help in the way they need to of people in charge of money to do that. The goal of this work is to explain and look at a special planned way of using a blockchain that connects the people who pay taxes, the groups that run the government, the financial groups, and others who help in giving services, that keeps graphs clear, easy to follow, and fair while also keeping private and following laws. Using work on internet trust, how groups form habits, and guides on how good data should be used, this work looks at how blockchain acts as a way of making a basis that has proven information, how it can go to many as one, and a set of rules that make sure everyone plays by how things should work. This work used a talk and write style, looking at old work and old ways of tax collection and ways of collection using blockchain, and made plans for how a way of giving access to those who need it while using contracts that are set in smart code, ways of identifying who a person is while not sharing all their info, how people can have different levels of access, plus using coding ways that are very safe. What was found is that using an idea like blockchain is better at making sure information is right, able to be checked easily, has many ways to work and adapt, and helps stick to law while not giving a way for scammers or drops in how well things works. This work says that a set of ways to give tax info using a blockchain is not just a new way, but a plan that can help make the work with money more fair, help high quality, and help make clear the way money works. The main ideas for action include having clear laws that say that information is good once on a blockchain and smart code, trying planned ways of making things work to make sure the work and the way all can work together are good, and putting the design in place for all to use and be able to work.
