"Der Kongress tanzt" (The Congress is dancing) is an allusion to a romantic comedy film about the 1815 Congress of Vienna, made in 1931. "Powern statt Mauern" appears to be a slogan coined by the West German rock singer Udo Lindenberg, who, before and after the unification of Germany in 1990, expressed his concern for East Germany (DDR, German Democratic Republic) in a number of ways. It could mean "Powers instead of walls", i.e. instead of the Berlin Wall which symbolised the the divison between East and West Germany, 'Powern' being a neologism coined by adding a German plural ending '-n' to the English word, mainly to make it rhyme. Lindenburg had issued an album "Live in Leipzig" in 1990.
