Abe·Post-Abe Diplomacy toward Korea and President Yoon Seok-yeol

This paper presents the view that President Yoon Seokyeol's decision regarding third-party payment emerged from the interaction between Japan’s diplomacy toward Korea in the Abe and post-Abe eras. Abe·Post Abe diplomacy toward Korea refers to foreign policy to position history problem within the universal principle of international law that ‘promises must be kept’, establishing the structure that all history problems have been resolved with existing agreements, thereby maximizing political superiority over Seoul, and not engaging in any cooperation until Korea assumes full responsibility for resolving. In other words, what this paper argues is that President Yoon Seok-yeol’s decision is a product of Japan’s diplomacy toward Korea during the Abe and post-Abe eras mentioned above, and at some point, it became a powerful fuel to drive Japan’s diplomacy toward Korea.
