Political Police in Hungary (1945–1990): A Brief Overview

The study provides a concise yet comprehensive overview of the political police as a cornerstone of Hungary’s communist dictatorship. It surveys the evolution, functions, and legacy of Hungary’s political police from 1945 to 1990. The study outlines how the ÁVO/ÁVH became a central instrument of Sovietisation, organising show trials, suppressing dissent, and enforcing social control. The paper highlights the transformation after 1956, when state security under Kádár shifted from mass terror to more targeted, professionalised surveillance. It analyses key operational areas such as intelligence, counter-espionage, “counter-intelligence against internal reaction“ and military counter-intelligence. Special attention is given to the extensive secret informant network and its role in social atomisation. The study demonstrates how state security adapted to international détente, expanding foreign intelligence and cooperation with socialist services. Furthermore, it discloses lesser-known activities, including the monitoring of Western contacts, émigré communities, and even links to international terrorism. The author demonstrates archival fragmentation and the political debates surrounding access to state security files after 1990. The paper concludes that research, despite the challenges posed by legal and moral issues, has transformed formerly secret materials into valuable historical sources.
