Kautilya (also known as Chanakya, 4th centurybce) is the author ofArthashastra, a comprehensive treatise on governance that seamlessly offers policy prescriptions and guidelines on domestic and foreign policy. He was the adviser to Changragupta who founded the Maurya dynasty and unified much of India. Kautilya is relevant for the completeness of his quintessential governance advice. He also presented a theory of relations between states, applied to this a set of methods and policy measures, including the management of an intelligence apparatus, and developed a manual of diplomatic practices.Arthashastrawas preserved over the millennia in India's tradition of oral knowledge transmission, and is now receiving new attention from scholars.
