मानवाधिकार (Human Rights)

मानवाधिकार केवल कोर संकल्पना नहीं है , बल्कि यह मानव जीवन से जुड़ी वह मूलभूत आवश्यकता है जिसकी पूर्ति किये बिना गरिमापूर्ण जीवन का उद्देश्य प्राप्त नहीं किया जा सकता । व्यक्ति के सर्वागीण विकास के लिये जिन अनुकूल परिस्थतियों की जरुरत है, उनकी समग्रता का ही नाम मानवाधिकार है ।
मानव अधिकार मूल रूप से वे अधिकार है, जो प्रत्येक व्यक्ति को मनुष्य होने के कारण मिलते है । राष्ट्रीयता, लिंग, राष्ट्रीय या जातीय मूल, रंग, धर्म, भाषा या किसी अन्य स्थिति की परवाह किये बिना हम सभी के लिये सार्वभौमिक अधिकार है । इनमें सबसे, मौलिक जीवन के अधिकार से लेकर वे अधिकार शामिल है जो जीवन को जीने लायक बनाते हैं , जैसे कि भोजन, शिक्षा, काम, स्वास्थ्य और स्वतंत्रता का अधिकार ।
वास्तव में भारतीय संस्कृति मानवाधिकारों की अवधारणा का बीज अत्यंत प्राचीन काल से अध्यतन विद्यम है । प्राचीन भारत में –
“सर्वे भवन्तु: सुखिन: सर्वेसन्तु निरामया: ।
सर्व भद्राणि पश्यन्तु मा कश्चिद्र दुःखभाग् भवेत् ।”
अर्थात् सभी सुखी हो, सभी नीरोग हो, सभी का सामना कल्याण से ही हो, किसी को भी दुःख का अनुभव न करना पड़े ।
का सिद्धांत सर्वे प्रसिद्ध था ।
हमारे संविधान निर्माता मानवाधिकारों की अनिवार्यता और अपरिहार्यता को भली-भांति समझा । उन्होंने मौलिक अधिकारों और राज्य के नीति-निर्देशक सिद्धांतों के अंतगति मानवजीवन से संबंधित सभी पहलुओं के बारे में प्रावधान किए और मानवाधिकार की समकालीन परिकल्पना से उनका सामंजस्य स्थापित किया गया । देश में सभी को समानता का अधिकार समान रूप से दिया गया है ।
शांति और सुरक्षा, विकास मानवीय सहायता और आर्थिक और सामाजिक मामलों के प्रमुख क्षेत्रों में संयुक्त राष्ट्र की सभी नीतियों और कार्यक्रमों में मानवाधिकार एक महत्वपूर्ण विषय है । नतीजतना संयुक्त राष्ट्र का हर निकाय और विशेष एजेंसी प्रत्यक्ष और अप्रत्यक्ष रूप से मानवाधिकारों के संरक्षण में शामिल है ।
प्रत्येक वर्ष अंतर्राष्ट्रीय समुदाय 10 दिसम्बर को विश्व मानवाधिकार दिवस मनाता है । यह वर्ष 1948 के उस दिन के उपलक्ष्य में मनाया जाता है जब संयुक्त (UN) महासभा ने मानवाधिकारों की सार्वभौमिक घोषणा (UDHR) Universal Declaration of Human Right को अपनाया था । UDHR मानव अधिकारों के अंतर्राष्ट्रीय विद्येयक का एक हिस्सा है ।
