Career attitudes of Canadian foreign service officers

Abstract. Based on a questionnaire mailed to the foreign service officers in the Canadian Department of External Affairs, this article examines diplomats' motivations for entering the foreign service and their perceptions of the advantages and disadvantages of a diplomatic career. Officers are differentiated in the study by sex, place of origin, primary official language, length of service and perceptions of themselves as generaûsts or specialists. It was found that the nature of the work of a diplomat rather than the benefits of the work environment were more important to officers both in terms of reasons for choosing a foreign service career and in terms of rewards of diplomatic life, while the work environment was heavily emphasized when officers examined the disadvantages of the foreign service. Significant differences in officers' attitudes emerged particularly when they were analysed on the basis of their primary official language and length of service in the department. Among the most interesting findings were the relative unimportance of service to Canada and international humanitarian considerations as factors motivating officers to join the department and as rewards of the service, the lower level of job satisfaction among generalists than those with at least some degree of specialization, and the apparently lower degree of career satisfaction among diplomats recruited since 1960 compared to those who had joined the department earlier.Sommaire. Notons aussi le fait que les généralistes se déclarent moins satisfaits que ceux qui ont au moins un certain degré de spécialisation et que ceux qui sont entrés dans la carrière depuis 1960 semblent en être moins satisfaits que ceux dont le service est de plus longue durée.
